Water$5,000 to run a 10-week Saturday pilot/4 hours a Saturday: a painted bench, signage, volunteer training, small stipends, resource cards, and a wrap-up report with encounter data. Also need city permission for bench placement and 6–8 volunteers willing to commit one Saturday a month.
The biggest hurdles are city permitting for bench placement on a public bridge and securing a host organization willing to carry liability. After that, it's sustaining volunteer recruitment and making sure the bench doesn't become a well-intentioned installation that goes unstaffed after the initial enthusiasm fades.

It may be helpful to partner with local counseling and social work academic programs. Their students are required to do practicum and internship hours, and this project could be approved with proper supervision by licensed counselors and social workers.
